Group observations - split into individual ones at puiblish stage rather than review stage

When practitioners do a group observation and it goes to the manager for review it splits off into separate observations for each child at this stage meaning the if an amendment is required then it has to be done 5 times on each individual child's observation. If the group observation stayed as a group one until it was published and then split off into individual ones at that stage it would be much easier.
