Make children/staff inactive on the leaving date rather than removing them immediately

Currently if you make a child or staff member inactive it removes them from the system immediately rather than the day after their leaving date - could this please be amended so that the child/staff member remains active until their leaving date and automatically goes inactive at the appropriate date?
